While people generally know about the post-9/11 efforts, the U.S. began formulating its strategy in the early 1970s. “We have to go back to very dramatic events, the kidnapping of the cruise boat, the attack on the U.S. military in Beirut, and the Olympic attack back in those days,” said Edward Marks, former adviser on terrorism, at U.S. Pacific Command. “Those are the ones that got public attention dramatically, and engaged the interest of the U.S. government.” “The problem has been around a long time,” Marks told Government Matters “The government has been trying to deal with it with varying degrees of success, and we’ll need to continue dealing with it across a wide spectrum of activities, both domestic and foreign.”
