Scott Blackburn, Partner at McKinsey & Company and former VA Interim Deputy Secretary & CIO, discusses using the DoD-VA interagency office to coordinate the Electronic Health record project across both agencies.

Veterans Affairs Secretary Robert Wilkie said last week that Electronic Health Records at both VA and the Department of Defense would be “joined at the hip.” Scott Blackburn, Partner at McKinsey & Company and former VA Interim Deputy Secretary & CIO, says that while this is a good idea, the way to achieve it isn’t by throwing resources at the interagency office.

“What I don’t think it needs is more money thrown at it or more people thrown at it, necessarily. But it was highlighted in the hearing that, as currently configured, the expectation to be a single point of accountability is not a realistic expectation.” Blackburn said. “It doesn’t have the clout, it doesn’t have the right mix of resources, so I think it needs to be brought up a level. I think it needs the right governance between VA and DoD, [and] the right business sponsors.”
