Agencies will develop four-year strategic plans to use data in annual budget requests. The deadline for agencies to hand those plans in is September 30.
- Robert Shea, former associate director at the Office of Management and Budget (OMB), now national managing principal for public policy at Grant Thornton, said agencies have an opportunity to transform their cultures into learning cultures, as OMB stressed in a recent memo.
- Shea said agencies should ensure they have the right people to assess evidence-building capacity, make requests for any additional investments needed and solidify data infrastructure for assessing programs.
- Shea said he encourages people to read the OMB guidance and emphasized that the requirement has been building up over multiple administrations and is here to stay.
