A new bill in Congress, the SHIPYARD Act, would put $25 billion into the shipyard problem sea service experts are warning about, which is that shipyard capacity is too small to support the Navy.

  • Bryan Clark, Senior Fellow and Director at the Hudson Institute, said the act does not go far enough to address the infrastructure shortfall and the Navy’s 20-year plan for public shipyards is not fast enough.
  • Clark said skilled shipbuilders from the Cold War era are retiring and less proficient workers are coming in, leading to delays at public and private shipyards.
  • Clark will watch for acceleration of the Navy’s shipyard plan and increased resources for private sector ship repair yards.
