Russia seems to be shifting its strategy by saying it will withdraw forces from around Ukraine’s capital city Kyiv to focus on the country’s southern and eastern regions.

  • Benjamin Jensen, senior fellow in the International Security Program at the Center for Strategic and International Studies and professor at the Marine Corps University School of Advanced Warfighting, said Russia is changing its strategy because it is losing and its attempt at a rapid regime change has failed due to the bravery and brilliant defense of Ukraine and its allies.
  • Jensen said there will be a new phase of “frozen conflict” as Russia recalibrates and figures out its next course of action.
  • He said the United States should take advantage of this in three ways: continue to send anti-tank guided weapons, expand the delivery of surface-to-air missiles and expand upon the delivery of loitering munitions to include higher class weapons.
