The government-wide hiring freeze instituted by the Trump administration in January is over. Office of Management and Budget director Mick Mulvaney made that announcement at an off-camera news conference on Tuesday (read our coverage here). Mulvaney also released OMB Memo M-17-22 — the latest chapter in a broader government reorganization effort. Booz Allen Hamilton vice president Ron Sanders and National Academy of Public Administration CEO Terry Gerton discussed the memo and reviewed the history of change management with Government Matters.
