The Associate Director for Employee Services at the Office of Personnel Management Rob Shriver says the agency will provide new guidance on locality pay, or location-based pay increases.

  • John O’Duinn, Senior Strategist at CivicActions, said changes in employee work location due to the pandemic are raising questions for agencies trying to determine differences in pay based on location.
  • The Office of Personnel Management has been working through how to make these decisions while factoring in telework (working away from the office most of the time) and remote work (working away from the office almost all of the time), explained O’Duinn.
  • Another problem is “Zoom burnout,” which O’Duinn says might relate more to management than technology.
