The Technology Modernization Fund will get a $1 billion cash infusion soon, but the systems the money fixes will still have to interface with legacy systems. That integration could make or break the success of the new systems.
- When it comes to deciding whether to replace or augment legacy systems, there is a third option of “reimagining the value chain,” evaluating how to best leverage technology to support the mission, said Horace Blackman, Senior Vice President of Consulting Services at CGI and former Acting Customer Advocate for Benefits at the Department of Veterans Affairs.
- Agencies can determine what parts of an old system need modernization by looking at cost and functionality, said Blackman.
- Some of the best opportunities to reimagine value chains inside federal agencies are commonality of functions and processes, said Blackman.
