The new Under Secretary of Defense (Comptroller) Mike McCord will be one of the leaders at the table as the department figures out how to break up the Chief Management Office at the Defense Department. McCord said at his confirmation hearing the breakup would be one of his top jobs.
- Beth McGrath, former Deputy Chief Management Officer at the Defense Department, said reallocating responsibilities from the chief management officer position is not as simple as it seems without a holistic understanding of how everything fits together at the department.
- McGrath said the department’s high complexity requires understanding the organization, operating model and processes in order to successfully move pieces to new locations.
- McGrath said governance is especially important, which involves clarity of objective, leadership at the table, transparency and accountability and “skin in the game” from business owners.
