The bipartisan infrastructure bill would create a new research agency in the Department of Transportation called the Advanced Research Projects Agency-Infrastructure (ARPA-I), but it would operate without civil service job protections.

  • Lisa Rein, federal government reporter at the Washington Post, said the government would be establishing ARPA-I outside the normal civil service system because of a desire for expertise and quick hiring in what many agree to be a failed hiring system.
  • Rein said ARPA-I would be like a think tank focused on the effective issuing of grants and efficient building of infrastructure, which requires highly skilled scientists and engineers.
  • Rein said federal agencies are all facing similar challenges in that hiring employees through the traditional platform, USA Jobs, can take months or even years.
