OMB issues guidance on MGT Act implementation

 

The Office of Management and Budget has released extremely detailed guidance on how to use I.T. money provided by the Modernizing Government Technology Act. In a memo to federal agencies, OMB director Mick Mulvaney wrote about how to execute a successful strategy.

 

“A thoughtful I.T. modernization strategy prioritizes projects based on impact and probability of success. Impact can be measured by effect on users, risk reduction, opportunity enablement, and common solutions,” Mulvaney writes. “Probability of success can be measured by team and project strategy strength.”

 

According to Tony Scott, former Federal Chief Information Officer and Senior Data Privacy & Cybersecurity Adviser at Squire Patton Boggs, there’s a lot to like about these new instructions.

 

“I like the emphasis on commercial, off-the-shelf solutions as a priority,” Scott told Government Matters. “And one of the things that I identified during my time in government was just this horrible situation we get ourselves into when we write custom software as the first solution and then end up having to support and maintain that over a long period of time. It ends up being very costly.”
