Katell Thielemann, research vice president at Gartner, discusses what Phase 2 of the Centers of Excellence will entail and what agencies will learn from USDA’s experience with the program.
The General Services Administration’s Centers of Excellence project is moving into Phase 2. GSA is looking to award the next round of contracts for the program by September. Katell Thielemann, research vice president at Gartner, says that vendors need to keep hearing the “narratives” for IT modernization. “We have been talking about data center consolidation for a long time, we’ve been talking about cloud adoption, analytics, the importance of citizen services. None of this is new. Policy statements are one thing, pushing people to do things is another,” said Thielemann. “What really started moving this impetus towards IT modernization and the funding, frankly, of things like the Tech Modernization Fund was the recognition that we need to modernize, not because it was a nice thing to do or that we could have a more productive workforce… there is a security imperative here. I think it is really important for the vendors to continue hearing these all of these signals.”
