The Department of Homeland Security has a new draft of its FirstSource III solicitation. The agency will use the $10 billion small business contract for information technology software and hardware.
- Soraya Correa, Chief Procurement Officer at the Department of Homeland Security, said some areas of improvement since the 2012 FirstSource II contract are cybersecurity provisions, on-ramping, off-ramping and streamlining the reporting process.
- The FirstSource III contract will take a more commercial approach to pricing, provide maximum flexibility for software buying, use a more phased approach to proposal evaluation and ensure more communication with vendors, according to Correa.
- Correa said the target date to issue the solicitation is on or around April 20 and it is in the final stages of review.
