The Navy’s three biggest development priorities are a new next-generation fighter, a destroyer and a submarine, but a memo from the acting secretary of the Navy Thomas Harker says its new budget request will make the Navy choose one of those three.

  • Harker said the key message he wanted to convey in recent budget and authorization hearings is that the Navy has to balance investments across all domains by increasing capacity, modernizing the existing force and sustaining readiness for all current demands.
  • A major initiative Harker is focusing on is mental health, including increasing access to mental health professionals for sailors and Marines at the front lines and decreasing the stigma associated with seeking treatment.
  • Harker said the Navy had significant challenges moving to a remote work environment but that the Navy and Marine Corps did an “outstanding job” making investments in capability modernization.
