President Biden’s new “skinny budget” request includes $500 million for the Technology Modernization Fund. That money would be on top of the $1 billion the fund got in the last coronavirus stimulus bill.

  • Jennifer Pahlka, former United States Deputy Chief Technology Officer, said agencies must set specific goals for what they are trying to achieve through IT modernization, as it is not a goal in and of itself.
  • Pahlka said government must carefully consider how to best use the money for modernization to avoid problems like the failure of state unemployment systems during the pandemic.
  • Government must move quickly but thoughtfully, avoid throwing the money out the door and work to create empowered, cross-disciplinary teams, said Pahlka.
