The Army Human Resources Command manages both officers and enlisted personnel, and they’re undertaking the same modernization mission as the rest of the Army. MG Joseph Calloway, commanding general of HRC, says that their building out their talent management system to give personnel the opportunity to pursue roles they want.
“The American army or the military writ large, yes, we have great equipment but the equipment is really not what gives us the advantage. Our strategic advantage over our adversaries is really our people,” Calloway said. “So you know, we are evolving from a requirements based talent management system to a preference and choice based talent management system. And so we will still meet requirements but we have done is insert an enhanced ability for all officers, and it will go to the enlistment side in the next couple of years, so all officers can go in and see any job in the Army and they can put in preferences.”
