The Army’s rolling out the replacement for the Humvee 36 years after its initial introduction. The Joint Light Tactical Vehicles are making their way into the inventory, but as with most military hardware, big updates require huge lead times. Roger Zakheim, director of the Ronald Reagan Presidential Library Foundation & Institute, says that the growing focus on the National Defense Strategy could lead to requirements creep.

 

“There seems to be consensus that the National Defense Strategy is the way to go. The problem I think we’re seeing is that the strategy runs the risk of becoming all things to all people,” Zakheim said. “We need real good managers to call them out on that and make sure ‘Is this truly aligned with the strategy.’”
