Agencies use Governmentwide Acquisition Contracts (GWACs) to purchase technology together and lower the cost of IT solutions. The proposal submission period for one of those GWACs, the Chief Information Officer-Solutions and Partners 4 (CIO-SP4) contract, ended last week, but the National Institutes of Health’s acquisition vehicle continues to face delays.
- Alan Thomas, chief operating officer at IntelliBridge, said last minute changes to the request for proposal after it was released have added difficulty and uncertainty for industry.
- Thomas said the CIO-SP4 contract will be one of the top GWACs for agencies out of about 10 others.
- Thomas said there is likely significant overlap between GWACs so it could make sense for the government to conduct a comprehensive analysis of existing GWACs.
