The Internal Revenue Service has a new solicitation on the street for the Enterprise Development Operations Services contract, which could be worth up to $2.5 billion. NextGov reports this IT services contract could touch every tax system the government uses.
- Shanna Webbers, Chief Procurement Officer at the Internal Revenue Service, said her team created the contract vehicle based on intended outcome, not just technical requirements.
- Webbers said the program office had proposed awarding 10-12 blanket purchase agreements (BPAs), acquisition methods used to fill repetitive needs, but that her team determined the best strategy was to issue three separate task orders using a General Services Administration Best in Class vehicle.
- Webbers said they are thinking of measuring success using technical, management and cost performance from prior years with a weighted or numerical scoring system.
