Terry Gerton, former deputy assistant secretary for policy at the Department of Labor and president & CEO of NAPA, and Bill Valdez, former director of Workforce Management at the Department of Energy Office of Energy Efficiency and Renewable Energy, and president of the Senior Executives Association, discuss the implementation of the President’s Management Agenda and what it says about the future of government management.


With the “relaunch” of the President’s Management Agenda, the Office of Management and Budget is focusing on three key principles — I.T. modernization, data accountability and workforce transformation. The 52-page document was released on Tuesday, and the federal workforce community is looking at every detail.   “There are some really good things about this document, and maybe the first thing is something that it doesn’t do,” said Terry Gerton, former deputy assistant secretary for policy at the Department of Labor, and president & CEO of NAPA. “It doesn’t completely up-end the existing performance measures and metrics that have been in place. There’s a lot of continuity from one administration to the next, which is very unusual and very good for the government.”   “On the very first page of that document, they say that the reason government exists is to serve the American public, and that right now American confidence in government is at an all-time low. That is a correct assessment of the problem,” said Bill Valdez, former director of Workforce Management at the Department of Energy Office of Energy Efficiency and Renewable Energy, and president of the Senior Executives Association. “What they do throughout that document is say ‘What do we need to do to reverse the negative public impression?”
