The President’s Management Agenda’s cross agency goals place a heavy emphasis on IT modernization. One of these goals is to improve tracking of federal government IT spending, using a technique called Technology Business Management. “Think of it as a way to do detailed cost accounting for IT,” said Richard Spires, former chief information officer at the Department of Homeland Security and CEO at Learning Tree International. “Frankly, both my time at the IRS and later at DHS, we struggled with this. Just to understand what we were spending and what buckets that the spending was in. Why is that important? If you start to get your arms around that, you can do some very interesting things.
