President Biden has said that domestic terrorism goes against everything the United States stands for and poses a direct challenge to the country’s national security, democracy and unity. In June of last year, the White House released its National Strategy for Countering Domestic Terrorism.

  • Mollie Saltskog, senior intelligence analyst at The Soufan Group, said focusing on underlying drivers of extremism, including those related to public health, in addition to law enforcement and intelligence is key.
  • Saltskog said the government has made progress on implementing the national strategy: the Department of Homeland Security has doubled its budget for radicalization prevention programs; the Defense Department held a military-wide stand-down to train for the extremism threat and recently released new guidelines; the Department of Justice announced the creation of a new unit focused on domestic terrorism.
  • Saltskog said her organization’s research shows many extremist groups in the United States have strong ties to like-minded individuals overseas, so it is very important for the U.S. to lead in the fight globally as the threat becomes transnational.
