As the Trump administration moves forward on their plan to completely reorganize the executive branch, the Government Accountability Office has released a series of questions that members of Congress should ask about it. Chris Mihm, managing director of Strategic Issues at GAO, says that one of the most important questions to ask is whether agency culture is being considered. “If you don’t engage the workforce, and you don’t have constructive, two-way conversations with them, you’re not going to be successful with that,” said Mihm. “Many large scale mergers and acquisitions in the private sector fail from the measures of success, in terms of sales per employees, stock valuation, profitability… among the key reasons that they fail, is that they’re not attentive enough to the human capital and cultural considerations.”
