The Defense Department has cut its improper payment rate to 1.7% in fiscal 2020, but that’s still $11.4 billion. Elizabeth Field, Director of Defense Capabilities and Management Issues at GAO, testified about DoD budgeting issues to the House Appropriations Defense Subcommittee.
- Field said her main message was that DoD and Congress face tough choices ahead as “we are on an unsustainable fiscal path,” and the defense budget will play an important role in those conversations.
- Field said DoD has made progress on implementing GAO recommendations for better managing defense spending but that a number of open recommendations remain.
- There is concern that with the elimination of the Chief Management Officer role at DoD, it is unclear who will guide the department to make true business reform.
