The Internal Revenue Service (IRS) will give one company a swing at its Enterprise Development, Operations Services (EDOS) contract. IRS leaders say the contract will go through a governmentwide acquisition vehicle (GWAC), which agencies can use to buy cost-effective, innovative IT solutions, to be determined.
- Jim Williams, former head of the IRS procurement organization and now partner at Schambach & Williams Consulting, said the IRS has the right goals in this acquisition to modernize a wide array of systems and reduce redundancies.
- Williams said he thinks using a GWAC is fine but that the agency could benefit from outside advice for managing the contract.
- Williams said he highly recommends the IRS eliminate its goal for prime contractors to do 50% of the work, because it limits partnerships and access to necessary talent.
