Dave Mihelcic, former Defense Information Systems Agency CTO and federal chief technology & strategy officer at Juniper Networks, discusses the final version of the JEDI proposal, and why it’s not what industry was expecting.


The final proposal for the Department of Defense’s Joint Enterprise Defense Infrastructure cloud procurement dropped last week. Despite what some in industry hoped, the final version is still a single award contract. Dave Mihelcic, former Defense Information Systems Agency CTO and Federal Chief Technology & Strategy Officer at Juniper Networks said that the Pentagon is sending a message to contractors.   “If you read the report to Congress, in particular they mention that they are looking for a large data lake to provide for machine learning and artificial intelligence. You don’t necessarily get that out of a cloud, at least a basic cloud. There are objectives over and above getting this infrastructure as a service cloud in place,” Mihelcic said.
