Tina Jonas, Senior Adviser at the Center for Strategic & International Studies International Security Program, discusses what benefits a fully funded Defense Department has for FY19, and how it could help in procurement.


With President Trump signing the 2019 defense spending bill, the Defense Department starts FY19 fully funded. Because it has been a decade since this happened last, the financial management community isn’t sure what this means. Will the Pentagon hit the ground running with over $670 billion allocated or has the culture of continuing resolutions introduced complications? Tina Jonas, Senior Adviser at the Center for Strategic & International Studies International Security Program, says that for big procurements, this financial certainty is definitely a huge benefit.   “In programs like the F-35, if you’ve got quantities of 93 aircraft, you have the ability to get that stuff moving and get an opportunity for those aircraft to deliver operational units in an appropriate and scheduled time. That’s a clear benefit.” said Jonas. “Ships take a little bit longer but in the investment portfolios, it’s pretty clear that you give the predictability to the contractor, they keep their production lines running smoothly and efficiently and you will see the benefit long term.”
