Katell Thielemann, research vice president at Gartner, details why the Department of Homeland Security is moving to GWACs for their IT service acquisitions, and what it means for IT contracting.


The Department of Homeland Security will be retiring its Eagle 2 contract vehicle next year, and move to governmentwide vehicles issued by the General Services Administration and the National Institutes of Health. Katell Thielemann, research vice president at Gartner, says that this is a trend for tech contracts in the federal government, and more agencies are trusting external contracting methods for IT services.   “There’s a FITARA success story element in that senior leadership is now saying, ‘You know what, I’m okay letting go.’  What really matters is the outcome not necessarily the fact that I’m controlling everything in-house. It’s also a Congress and agency success story in that the realization has really gotten across, that we can’t keep buying technologies the same way we were buying tanks 20 years ago,” Thielemann said. “It’s only the beginning of an evolution. We’re nowhere near where we’re going to be because technology keeps on changing. How are you going to buy algorithms five years from now? Blockchain?… The procurement process is going to continue evolving.”
