The concept of integrated deterrence will play a major role in the upcoming National Defense Strategy, but what does that mean for a cyber strategy?
- Jacquelyn Schneider, Hoover Fellow at the Hoover Institution, said deterrence is generally not the right concept for cyber success and that resiliency – perseverance despite cyber attacks – is more important.
