Defense Secretary Lloyd Austin and other leaders are pushing Congress to allocate more money for research, development and technology, but those leaders got lots of questions from authorizers this week about what they want to get rid of to pay for those investments.

  • Mackenzie Eaglen, resident fellow at the American Enterprise Institute, said Congress is trying to figure out a balance in research and development spending.
  • Eaglen said in order for Congress and the Defense Department to agree, winners and losers in the research and development account must be pulled forward as programs of record and into production.
  • Eaglen said she thinks Congress is generally supportive of the top departmental priorities.
