D.C. Delegate Eleanor Holmes Norton (D), discusses her reaction to the Office of Personnel Management reorganization proposal, and why she wants to hear more details about the plan.

The Trump administration’s plan to merge the Office of Personnel Management and the General Services Administration received mixed reviews in Congress. In a hearing on Tuesday, members of the House Government Operations subcommittee wanted more info about the plan from acting director Margaret Weichert. D.C. Delegate Eleanor Holmes Norton (D), one of the panelists at the hearing, says she hasn’t seen much rationale for the plan to go through.

 

“You want to move the Office of Personnel Management to the GSA? I know a lot about the GSA because I have used it to build things in the District of Columbia, like the Wharf,” Norton said. “They are a rental agency, they are an agency that owns and moves agencies. They are not a personnel agency. You’ve got to show us why the two of those, particularly since the firewall is now gone that has been there since 1978 when we created the civil service system, why the GSA is the best place for [OPM].”

 

Congresswoman Norton told Government Matters that she thought the hearing was a breath of fresh air, with members from both sides of the aisle asking tough questions.

 

“What the Republicans on the panel [normally] do is defend the president. That’s not what Mark Meadows did. He says he needed more detail. This was a very bipartisan hearing. I have to tell you,  It was delightful to see that we can talk with one another and they had the same questions,” Norton said. “[Weichert] was very responsive. But she did not give us what she has provided as the ground work for this hearing in the first place. A plan so that we could’ve gone through the plan and asked her questions about the plan.”
