As part of the fiscal 2022 defense budget, Congress will review how the Defense Department (DoD) requests and receives its annual funding. The review group is called the Commission on Planning, Programming, Budgeting and Execution Reform.
- Ron Marks, president of ZPN Cyber and National Security Strategies and former Central Intelligence Agency official, said the commission will take a careful look at the defense budgeting process and should focus on the internal process at the Pentagon.
- Marks said the current process, which was developed in 1961, has bureaucracy layered into each step, from the president’s National Security Strategy to the National Defense Strategy to the programming level in the budget.
- He said China’s defense budget process is faster, and while the U.S. process should be a little slower to reflect the democratic government, it still takes too long.
