Tony Scott, former federal CIO and managing partner at Ridge-Lane Limited Partners, discusses the TMF board’s latest awards, and what other agencies can learn from them.


The second round of Technology Modernization Fund awards were announced on Monday. The awardees include programs at the General Services Administration, the Agriculture Department, and the Department of Labor. Tony Scott, managing partner at Ridge-Lane Limited Partners, says that the projects each include modernization elements the administration has advocated for.   “The customer facing piece is something the administration certainly puts a priority on, and I think that’s great to see. But I also think that these are good projects from the sense that… It’ll create more examples for other agencies to follow in the lessons learned,” Scott said.   With $31 million left in the TMF, Scott says that agencies are having trouble requesting money from the board, because they are not used to providing business cases.   “The business case is not a muscle that agencies are used to exercising,” Scott told Government Matters. “In a world where these business cases are not part of the norm, I think that’s a muscle that’s going to take some time for agencies to build.”
