Deputy Secretary of Defense Kathleen Hicks is reviewing the Joint All-Domain Command and Control (JADC2) strategy the Joint Chiefs of Staff have submitted for approval. The success of JADC2 depends on the quality and security of the data that flows through it. Lt. Gen. David Barno, USA (Ret.), and Nora Bensahel, Co-Authors of “Adaptation under Fire: How Militaries Change in Wartime,” argue the solution to that security is a dedicated Cyber Force.

  • Bensahel explained that the force would focus exclusively on cyberspace as a new warfare domain.
  • Barno said society and the military depend on cyber even more than space and a Cyber Force would bring attention to adversarial threats to cybersecurity.
  • Bensahel said Cyber Force personnel would not have to meet the same entry standards as others in uniform and there could be a reserve element for part-time service.
