John Zangardi, chief information officer at the Department of Homeland Security, details the agency’s modernization efforts and the interaction between the CIO and acquisition offices.


The Department of Homeland Security has unveiled a new acquisition model. The EAGLE Next Generation program gives the department a new method to acquire cutting edge technology. DHS CIO John Zangardi says that the agency’s modernization efforts are currently focusing on cybersecurity. “Security is foremost. We’re going to utilize the GSA-EIS contract to do network modernization, and part of that network modernization we are emphasizing security in there,” Zangardi tells Government Matters. “We want to move very briskly to things like brake and inspect, zero-trust networking, software-defined networks and virtual ticks to enhance the security in our network. But we are doing more things within security, we are doing sock optimization right now, we are looking at how can we get to common toolsets with inner-operability, how can we drive common policies.” Another priority at DHS is relationships with the private sector and industry partners, which Zangardi says, like cybersecurity, is something that cannot get lost as the department continues to modernize. “We talked about the talent piece and bringing those technical folks on board who can help you assess the technology is critical, but you have to add in the business perspective. More over you need to make sure you are working with our industry partners,” Zangardi said. “The field of technology changes very quickly. If we’re not staying engaged with our industry partners, who help us get over the finish line, we’re not going to be able to bring those in. And you can tell when you’re involved with industry when things are shifting and more stuff is coming in that you might want to include, and that comes back in a circle to our technical acumen. And this is something we like.”
