National Security Advisor Jake Sullivan says the new stimulus bill is the cornerstone for the administration’s National Security Strategy. That strategy is starting to take shape already with the release of the administration’s National Security Strategic Guidance recently.

- Burke said while presidents have increasingly used the military as the main instrument due to the Defense Department’s large budget, compelling mission and level of support from the American people, it was always meant for the Secretary of State to lead, and President Biden has made it clear he is restoring that.
- Burke said it is important to focus on what sets America apart – innovation, diversification and trust – instead of just countering what other countries are doing.
