Army vice chief calls on Congress to scrap culture of continuing resolutions
Gen. Daniel Allyn, vice chief of staff of the U.S. Army, has six combat deployments under his belt. On Wednesday, he told the McAleese Defense Programs Conference that he knew — during each of those deployments — that the enemy was outmatched.
